signed at Peking on the 24th. October, 1860, whereby China ceded to Great Britain "all that part of the Kowloon peninsula lying south of the Kowloon Fort to the northern-most point of Stone-cutters Island, together with that island": for the boundaries laid down in the Letters Patent of 1843 included the whole area ceded by the Convention of 1860 and a great deal more besides. If, therefore, the Letters Patent of 1843 were authoritative as to the proper boundaries, there was no need for the lease of March, 1860, and its subsequent ratification by a Convention.

The archives of the Colonial Office or Foreign Office will presumably show why in the interval between signature of the Treaty of Nanking in August, 1842, and its ratification in June, 1843, Letters Patent dated April, 1843, added "dependencies" to the island of Hongkong, and why these "dependencies" and the boundaries set out in the Letters Patent were afterwards wholly ignored. The matter is an important one; and I, therefore, suggest that the attention of the Secretary of State be drawn to the dis- -crepancy and that he be asked if any light can be thrown upon the subject.
